St. Jane Frances School is a faith centered community which encourages the intellectual, spiritual, moral, cultural and social development of its students.

HISTORY

SAINT JANE FRANCES de CHANTAL SCHOOL

St. Jane Frances School is one segment of one of the largest parishes in the Archdiocese of Baltimore. The school plant is a two-story building with twenty-one classrooms, a Library, Multi-Purpose Room, a Guidance Office, an extended care facility, a Cafeteria/Auditorium combination, Faculty Room, Administration Offices and a large playing area, located in proximity to the church, rectory and convent. The greatest part of the geographical boundary is water; our territory comprises most of the peninsula beginning in the area of Solley Road and the headwaters of the Magothy River.

St. Jane Frances School, begun with 105 pupils in the first three grades in the barracks building in 1948, now has an enrollment of 610 students.

The School Sisters of Notre Dame, who taught Sunday School in 1947 have been in charge of St. Jane Frances School since its inception. The faculty grew from three Sisters in 1948 to nine Sisters and eleven lay teachers in 1968, to the present one full-time School Sisters, one Parish DRE, 30 full-time Lay Teachers plus an Auxiliary Staff.

In 1954 and 1958, additions were made. In 1954, the parish hall was also finished. In 1966, remodeling and new construction saw the school expand to its present size.

As a result of growth in the late 1970's, the parish was divided to form a new parish. Our Lady of the Chesapeake. The school serves families from both parishes. Though the school population dwindled during the 70's, it appears to be steadily increasing once again. An effort has been made to control the average class size to 30 students.

In 1984, the school was certified and accredited by the Middle States Association of Colleges and Schools. St. Jane Frances School was reaccredited on April 7, 1995 for a period of 10 years. The Commission on Elementary Schools stated that St. Jane Frances School is effectively advancing the quality of the educational experiences, meeting its responsibilities to the public and profession of education, and complying with the standards for accreditation.

1988 saw the introduction of a fully equipped Computer Room. In 1998, the room was updated with Pentium II IBM computers.

In 1989, the school saw the beginning of Extended Day Care. The program is in operation on school days 7:30 to 5:30. On early dismissal days the program begins at dismissal time and continues until 5:30. A summer program, 7:00 - 5:30 pm, Monday through Friday, was begun June, 1991. In 1999, they moved to their brand new facility behind the school.

After surveying the needs of the local community, a Pre-Kindergarten for four-year olds was begun in September 1993. It serves as the initial introduction of students to a ten year journey of education based on loving and learning at St. Jane Frances.

PHILOSOPHY

As a Catholic School who believes that each child is a unique gift from God, we strive to teach Catholic values and traditions.   We continuously challenge our students to grow and live their faith and make responsible choices and contributions to our society.

Our school provides a solid program of academic excellence with the guidance and direction of an extremely qualified and caring faculty, staff and administration.  Our curriculum strives to meet the spiritual, intellectual, emotional, social, and physical needs of all our students.  We constantly encourage our students to develop all their talents and to become the unique individuals that God has destined them to become. 

We work as partners with parents, our Christian community, and we alwasy stress the importance of family.  We encourage our students to accept each other for their individual uniqueness.

As a Catholic School, we use Jesus Christ as our model and strive to teach our students respect for others as well as themselves.  We hope to instill in our students strong Christian values as well as developing strong educational backgrounds so that our students become well rounded, caring individuals.

NATURE OF STUDENTS

The faculty and staff at St. Jane Frances School believe that each child is a unique gift from God. We promote the intellectual, spiritual, social, emotional and physical development which calls each student to contribute responsibly to our ever changing world. We relate all human culture to the Good News of Salvation.

We encourage and lead students toward achievement of their fullest academic potential. To ensure that each child’s intellectual foundation is secure, special care is taken to identify particular areas of strength and weakness.

Intellectual development proceeds through the logical presentation of carefully organized subject matter. Our programs teach the basic academic skills as s foundation for further learning. The students are continuously challenged to integrate these basic skills into self-motivated learning.

In an atmosphere of trust and acceptance, students are led toward the development of meaningful and responsible life fulfilled to its greatest possible potential. We encourage students to develop, consider and evaluate their own decisions in the context of a global Christian community.

As the students’ horizons are widened and human understanding is deepened, social development grows. Students are encouraged to accept each other in their uniqueness. They are urged to service to the society in which they live. Daily interactions in a variety of settings present opportunities for mutual support and respect.

In the early years care is taken to identify and develop areas in fine and gross motor skills. Classroom activities, organized games and team sports enhance this development.

As children mature, education regarding physical development includes instruction in the functions of the body. Each child is encouraged to enjoy, respect, and care for his/her body in the way God intended.

The affective nature of the students at St. Jane Frances School is nurtured through sacrament, prayer and service in the Catholic social environment. By modeling and guidance, both formal and informal, students are able to develop a positive self-image. With Jesus Christ as their model, students can recognize the joys of contributing to the common good of all humanity.

 

NATURE OF SCHOOL PROCESSES

School policy is rooted in the Archdiocesan guidelines Elementary School Policy Manual and in compliance with the Maryland State Department of Education. By the consensus of the professional staff and ratification by the St. Jane Frances School Board, policy is implemented by the Administration taking into consideration parent and student needs within the community.

St. Jane Frances School emphasizes the development of basic skills, as well as the arts, in a small group setting through departmental teaching, using a variety of learning styles. Subjects are presented with consideration for the needs of the individual child, preparing the child for his/her ever changing world.

Curriculum policy is developed under the leadership of curriculum coordinators, working with teachers within that area of learning. The curriculum articulates the recommendations of the Archdiocese and the Academic Affairs Committee of the St. Jane Frances School Board, adjusting them to the needs of our students. Through this curriculum a foundation is laid for both intellectual and moral development.

Classroom teaching combines group instruction with individual teaching, utilizing multi-sensory techniques responding to varying needs of the students. Textbooks follow a spiraling, sequential approach, permitting flexibility for the individual teacher and striving for a degree of integrated learning for the students.

The school, by its very moral and spiritual nature and philosophy, strives toward consistent and fair evaluation at all levels. Standardized and criteria-based testing, report cards, tests and quizzes, as well as daily classroom performance, serve as evaluative tools. These form the basis of curriculum development as well as student evaluation. Teachers are encouraged to continually update their knowledge of various subject areas, through continuing education, workshops and professional reading.

The everyday school environment is one of learning, joy, mutual respect and supportiveness. The expectations of staff, students and other members of the community are high, and recognition for the achievements of these is equally so. All members of the school community are challenged to grow in all aspects of their being.

 

NATURE OF SCHOOL RELATIONS

The nature of the teacher-student relationship is based on mutual responsibility and guidance. There is a conscientious concern by the teachers for all intellectual, spiritual, moral, emotional, social and physical maturation of the students. This is accomplished through a Gospel-based discipline and ongoing curriculum development. Each child is treated as a unique creation of God and receives the dignity that such a creation deserves.

The teacher and school relationship is a positive partnership in guiding a Christian atmosphere. Each teacher forms a unique community within the school which ultimately builds the larger Christian school community dedicated to propagating Christian values. Parents can further the goal by attending Mass regularly with their children.

St. Jane Frances teachers have a responsibility to the teaching profession and uphold a cooperative bond with fellow teachers. The teachers are pledged to mutual support and cohesive faculty action in order to meet the needs of students and to advance the interest of the school.

Parents are entrusted by God with the fundamental responsibility of educating their children. Parents delegate part of this responsibility to teachers. When an issue or concern arises about a student, parents should contact the student's teacher first.  An agreement between parent and teacher can be reached in the majority of cases.  The administration will become involved only if a stalemate exists.  Parents are expected to model Christian, Christ-like behavior in their dealings with the school. Parents who fail to do this and become disruptive may be asked to leave the school.  Parents are regularly apprised of their children’s development and their own parental share in the responsibility of educating, disciplining and encouraging mature development.

 

OBJECTIVES

1. To develop and nurture a faith centered Catholic community through sacrament, prayer and service.

2. To challenge students to integrate basic skills throughout all academic areas.

3. To prepare students to meet ethical and technological challenges of the future.

4. To foster in the students confident, independent and responsible decision making.

5. To develop knowledge, understanding and respect for personal human sexuality.

6. To acknowledge and respect others of different cultures, creeds and ethnic backgrounds.

7. To guide the students to an awareness of their Christian stewardship of the earth.

8. To integrate the educational and managerial recommendations of the Archdiocese, School Board and State.

9. To re-design a scope and sequence for each curriculum area that provides a continuum of the subject matter.

10. To encourage and develop learning using varied teaching methods and enrichment activities with consideration given to individual needs.

11. To provide formal and informal opportunities among faculty members for regular exchange of information concerning curriculum, classroom management, methodology and material.

12. To evaluate the progress of students and faculty by formal and informal assessment.

13. To foster mutual respect and encouragement between teacher, parent and student as well as various peer groups within the school community.

14. To ensure opportunities for an ongoing exchange geared toward a positive parent/teacher support system.

REGISTRATION

Re-registration takes place in January. Each family must re-register for the coming school year if you intend to continue at St. Jane Frances School. Registration for new students takes place in February. A child must be five or six years old by October 31. A birth and baptismal certificate are required at registration. Medical records must be complete before the first day of school. A child must be 4 years old on or before October 31 and be potty-trained to be accepted into Pre-Kindergarten. A child must be 5 years old on or before October 31 to be accepted into Kindergarten.  The new 3-year-old program follows the 4- and 5-year old eligibility guidelines.

TUITION

Must be paid monthly July through April. Book bills must also be paid by July 1. Tuition may also be paid in full in July ($50.00 discount) OR per semester in July and January ($35.00). Discount only applies for grades 1-8.

TUITION POLICY

For the 20-2004 school year, we will be implementing the FACTS Tuition Payment Plan.  Families will be able to pay their tuition in one of (4) four ways:

1.  Payment in full - This payment is made directly to the school and will entitle you to a $50.00 discount.  Must be paid by July 10th or you will be on the FACTS as of July 20th.

2. Semester plan - FACTS, July/January.  Two payments to be made on July 10th and January 10th.  You will be entitled to a $35.00 discount.

3.  Monthly Payment Through FACTS - over a period of 10 months.

4.  Credit Card option - a nominal convenient fee charged to parents each month.

A brochure providing additional information on the FACTS program can be obtained at the school office.  FACTS is an automated bank payment plan.  It in no way gies the school or the company any knowledge or direct access to your account.  In the event you do not have a bank account, most local banks are happy to open a custodial savings account.  These are opened in the student's name and require no minimum balance and incur no monthly charges.   Presently, FACTS is being used by a number of schools in the area.

The tuition for the school year will be set by March of the preceding year. The Families in the school will be allowed a discount for multiple children in grades one through eight. There is no family tuition discount applicable to the pre-kindergarten or kindergarten program. Each family will be required to execute a tuition payment contract in April of the preceding school year.

*In-Parish tuition rates apply to parents/guardians who actively attend mass and use their envelopes.

Tuition payments are non-refundable for any reason including the absence, withdrawal, suspension or dismissal of the student. If this action results in the remaining students at St. Jane Frances, then the discounts due to more than on child does not apply and the family would be expected to pay the higher tuition.

The school may withhold participation at graduation, report cards, field activities or any other event sponsored by the school, and/or transcripts for any student whose account including tuition, book bills, day care, or any other fees whatsoever, is delinquent or in arrears. The school has the right to refuse to accept the registration of members of any family who are delinquent in financial matters.

BOOK FEES

Book fees are non-refundable and are set by March of the preceding year and are due in full on July 10, for the school year beginning the following September. Book or other fees may be included in the FACTS payment.

LATE AND OTHER MISC. FEES

Checks returned by the bank for any reason are subject to a $25.00 processing fee. The school at its discretion may require the family to make future payments by cash, money order, or bank check.

ADMISSIONS TO SCHOOL

Students, if accepted for admission, will be admitted to St. Jane Frances School in the following order of priority: (1) children being readmitted to St. Jane Frances: (2) siblings of children, in good standing, whose families are members of St. Jane Frances de Chantal Church and currently enrolled in St. Jane Frances: (3) children of full-time faculty members; (4) children of a St. Jane Frances parishioner; (5) Catholic children; (6) siblings of non-Catholic children currently enrolled in St. Jane Frances; (7) open enrollment. As members of the school community, all students are expected to participate actively in religious classes, liturgical celebrations, class projects and related assemblies.

A student who withdraws from St. Jane Frances School may be considered for re-admission if: (1) the student was in good standing when leaving; (2) the student met the requirements for re-admission which may include evidence of intervention behaviorally or academically.

Children enrolled in and needing the Extended Day Care Program provided by St. Jane Frances School on a daily basis will be given, if possible, time preference (a.m. or p.m.) for the Kindergarten program.

ADMISSION POLICIES

Kindergarten students receive the Early Prevention of School Failure Screening in order to evaluate their strengths and weaknesses.

All incoming students are evaluated through Math and Reading SCREENING TESTS to aid in correct placement. Report cards and previous records are also considered in this placement.

A student admitted to St. Jane Frances School will be on academic and behavior probation for the first six weeks or until the interims are issued after entering. During this period, the student’s work and behavior will be evaluated according to the expectation set forth in the handbook. A student will be considered in good standing after the successful completion of the probationary period. It may be necessary to re-evaluate a student’s admission during the probationary period.

Students and their parents are expected to uphold the philosophy and the policies of the school.  Students and their parents are expected to uphold the philosophy and the policies of the school.  We welcome students with IEPs--please call us at 410-255-4750 for more information about the services that are offered by St. Jane Frances School.

 

WITHDRAWAL POLICY

The request and reason for a transfer should be put in writing. All transfers require the parent or guardian to sign a Release of Records Form. These forms are available in the school office.

ABSENCES AND TARDINESS

Parents are responsible for their child’s attendance and punctuality. Any student who is absent more than 25 days per school year may be retained.

School holidays, vacations, and professional days are published on the school calendar to facilitate the planning of appointments and trips so that students will not miss class. If you plan an absence from school, specific classwork will not be given to the student in advance.

Prolonged illness or hospitalization call for specific adjustment. Tutors can be provided by the county at no expense to the family.

Whenever a child is absent from school a note explaining the absence MUST be sent to the homeroom teacher when the child returns to school. Parents MUST phone school by 8:10 a.m. to report a child’s absence. Excused and unexcused absences are counted as the student being absent.  A doctor's note after three days is requested.

If a child leaves school early for any reason, a note MUST be written in advance stating the nature of the dismissal. Parents or guardians must meet the child at the school office and sign the student out. This affects the perfect attendance status. This is for the safety of the child. If a child enters school after the 8:10 a.m. bell, he/she must come to the office for a late slip.   Tardiness is recorded on permanent records. Many times future employers check on attendance and tardiness records. Excessive tardiness will be considered an infraction of the school policies.

DOCTOR APPOINTMENTS

If possible, doctor’s appointments should be made after school, or on days off. If it is necessary for a child to leave during school hours, a note stating the time of the appointment and the adult with whom the child will go is to be sent to the office. The child will be called to the school office when the adult arrives at the office to pick him/her up there. The parent/guardian must sign the child out before any student leaves the school property.

HEALTH SERVICES

Each student is required to have a health inventory or physical completed by a health care provider on file in the health room.  An up-to-date immunization record is also required.  Students will not be allowed to attend school if this information is not on file in the health room.

MEDICATION POLICY:  No student may possess or distribute medications, prescription or non-prescription.  No medicine is permitted in the classroom or on the student at any time.  Students in grades 4th - 8th may carry drops with them when accompanied by a note from a parent.  For primary grades, teachers will keep cough drops at their desk for students who have been permitted by their parent(s) to use cough drops.

Medications may be administered at school ONLY when authorized by a physician or authorized prescriber AND both parents.  The form, "Parent's Request To Administer Medication At School" must be completed in it's entirety by both the prescribing physician and both parents prior to the medication being administered in school.  Any specific procedures for administration should be included on this form.  THIS IS AN ABSOLUTE NECESSITY.  This form is required for both prescription and non-prescription medications.

Medications for administration at school must be in the original container labelled from the pharmacy.  Non-prescription medication must be in the original sealed container with the label intact.

A student will be allowed to remain in the health room for only 30 minutes  then must return to class or be sent home.  If your child is being sent home from school, please be as prompt as possible when picking him/her up from school.

FEVER POLICY: A student must be fever free without medication (i.e., Tylenol or Motrin) for 24 hours before returning to school.   A student running a fever in school will be sent home from school.

If a child is well enough to come to school, he/she will be expected to participate in outdoor recess unless a doctor's note accompanies the child to school.

HEAD LICE: The presence of head lice is a fact that can happen in any school. The important thing to remember is that immediate action and not secrecy be the rule. PLEASE notify the Office IMMEDIATELY. There is no stigma involved with head lice.

The child MUST be checked by the school nurse and be Lice and Nit free before returning to the classroom.

LIBRARY

Our students have the opportunity to choose books from our well-equipped library on a weekly basis. Books are collected and returned the morning that they are due. If a child is absent or missed the regular scheduled period, it is the student’s responsibility to get the book back to the library as soon as possible.

The fine for overdue books is five cents per day. This does not include weekends, holidays, or days absent due to sickness. Once a book is returned, the fine stops increasing; but it must be paid before another book can be checked out. Books not returned within one month will automatically be billed to parents for the full price.

Children may not check out library books if:

a. they have a book out

b. they owe a fine

LUNCH PROGRAM

The Lunch Program begins on the second full day of school. At the beginning of the school year a list of sandwichs, hot meals and prices will be provided. These prices are constantly changing. Children may bring their own lunch or may purchase sandwiches. Drinks and snacks are also available. We will encourage and insist on good table manners. Please do not send or bring in lunches from fast-food restaurants or drinks needing refrigeration. If there is a two hour delayed opening then no lunches will be prepared. Students will need to bring their own lunch.  Outside food is discouraged from being brought into school.

LOST AND FOUND

A box will be kept inside the rooms of Mrs. Brown, Miss Honaker and Mrs. Noteware. Every two weeks the unclaimed items will be removed from this box and given to someone in need.

BOOKS, BOOKBAGS AND PENS

All books MUST be covered. Neither books nor book covers are to be scribbled upon. Only name and room number should be on covers. Bookbags are required for ALL students. Identification must be on bookbags, lunchboxes, pencil cases, etc. No writing is allowed on bookbags or bookbag straps.   No Gel pens.

MONEY

All monies sent to school must be in an envelope with child’s name, room number, and purpose for this money clearly marked on the front. Please encourage your child to keep lunch money on his/her person. We cannot be responsible for lost money. PLEASE send in a minimal amount.

EMERGENCY DISMISSALS AND CLOSINGS

Dismissals and closings due to weather, etc., are announced on WBAL Radio and the local T.V. stations. St. Jane Frances School follows weather decisions as announced for Anne Arundel County.

UNIFORM POLICY

As the first teachers of your children, kindly guide and check them as they dress for school each day. All students begin wearing uniforms the first day of school. Those who cannot be in complete uniform must have a written, signed, dated note from his or her parent. We expect full daily compliance with our uniform policy. For example: fad jewelry, fad hairstyles, dyed hair and hair pieces are not part of uniform dress for both genders. NO dangling earrings are allowed. NO earrings above the ear lobe, no tatoos or body piercing.  Students are allowed to wear only one earring per ear. Boys are not allowed to wear earrings. Only necklaces with medals or crosses are allowed to be worn outside or inside a student’s shirt or blouse. No make-up is acceptable. No dark or printed tee shirts under blouses/shirts are allowed. (White Only). Students never wear short shorts. No fingernail polish, fake nails or fake nail tips.  No designer contact lenses.

Out of Uniform Days: Shirts should not be longer than shorts; shorts must reach fingertips when placed by student's side; no tank tops, halter tops, or see-through tops; no ragged edges on shorts or pants. No camouflage pants, shirts or jackets.  No flip flops. No sandals - students should wear tennis shoes or school shoes.  No tattoos. Out of uniform dress must be approved by the administration or follow the designated theme.

Girls may wear (1) pair of post earrings on the bottom of the earlobe.

Boys should have standard, regular haircuts. No coloring allowed.

 

Dress Uniform

All year or winter uniform (October 16 - March 23)

Girls: First to Fifth Grade–Jumper; peter-pan collared blouse (long or short sleeved). Jumpers are to reach the top of the kneecap. Optional yellow logo SJF turtleneck, purchased from Flynn & O’Hara Uniform Company, may be worn with the jumper.

Girls: Sixth to Eighth Grade–Skirts (1" pleat or kick pleat). As an option, 6-8 Grade girls may wear skorts purchased from the Flynn and O'Hara.  During cold weather (December -February) girls may wear blue dress pants under skirt (no sweatpants or pajama pants) to class.  SJF banded pull over or SJF polo shirt, long or short sleeved Peter Pan blouses. NO MAKE-UP acceptable. Young ladies must wear appropriate undergarments (i.e., white slip or camisole). Skirts must reach the top of the kneecap. Optional yellow logo SJF turtleneck purchased from Flynn & O’Hara Uniform Company.

Boys: First Grade–Polyester navy blue uniform dress pants; SJF logo white knit shirt with collar and button placket (purchased from Flynn & O’Hara); no tie.

Boys: Second to Eighth Grade–Polyester navy blue uniform dress pants; long or short sleeved dress shirt (oxford or permanent press); navy blue tie - purchased at school. Belt (brown or black) with pants.

HOMEWORK POLICY

Students are responsible for completing assignments neatly, correctly, and on time. Homework is considered to be an important part of work reinforcement and the development of responsible study and work habits. Expected minimal time to be spent on homework varies according to grade levels.

Grades 1, 2 & 3............................30 minutes daily (Mon-Thurs)

Grades 4,5...................................1-1 ½ hours daily (Mon-Thurs)

Grades 6, 7 & 8............................. 2 hours daily (Mon-Thurs)

As a rule, there will be no specific weekend assignments or work given over holiday periods such as Christmas or Easter. In some curriculum areas there will be projects and reports to be done on a long-term basis. These may require the use of public library over the weekend.  Also, if homework for the week or project/reports for the quarter have not been completed, students will be expected to complete the assignment(s) over the weekend or during the holiday times.

Grades 1 through 3 receive a weekly printed homework sheet. Homework for these grades are to be signed nightly by the parent(s). Grades 4 - 8 MUST use an Assignment Book.

REPORT CARDS

The school will use the Archdiocesan Computuerized Report Card and grading system.

A report card indicates your child’s progress and is issued three times a year. Conferences may be scheduled by a teacher or parent to discuss student’s progress.

Pre K and Kindergarten students receive three report cards consisting of a checklist in social/language development, readiness and psychomotor developmental area.

Mid-quarterly evaluations/deficiencies are issued to students whose average is below 75% or have fallen substantially (two or more grades). These must be signed by parent/guardian and returned to the teacher. We expect parent(s) to discuss the matter thoroughly with the child and take steps necessary to prevent a failing grade. Parents are invited and encouraged to contact the child’s teacher and discuss this or any other pertinent school matters.

We suggest that if you wish to discuss your child’s progress, send a note to the teacher with your name and phone number on it stating what you wish to discuss and requesting a return phone call. This gives the teacher an opportunity to double-check the pertinent information, saving time for all concerned. If you cannot send in a note with your child, please call the school office and leave a name, message, phone number, and time for the teacher to return the call.

NON-CUSTODIAL PARENTS

St. Jane Frances School upholds the provisions of the Buckley Amendment regarding the rights of non-custodial parents. In the absence of a court order to the contrary, the non-custodial parent will be provided access to the academic records regarding their child. It is the responsibility of the custodial parent to provide the School with official copies of court orders.

Honor Roll students are acknowledged quarterly according to the following criteria:

Grade 4 to 8

Principal’s Honors - All A’s in all academic subjects

First Honors - A’s plus no more than 2 B’s in the academic subjects

Second Honors - All A’s and B’s, no C’s or below in the academic subjects. (Inclusive of all subjects; no N’s or U’s)

Special classes - (Art, Music, P.E., Computer) must be Satisfactory or better

Spanish is considered an academic subject.

Penmanship is not included in the Honor Roll.

All subject areas are included in honor determination with the exception of penmanship.

NATIONAL JUNIOR HONOR SOCIETY

The St. Jane Frances Chapter of the NJHS, approved in January, 1994, inducts eligible 7th and 8th grade students one time a year, usually in March. This chapter was established to give practical meaning to the Society’s commitment to scholarship, leadership, service and character. Only students who display the highest quality of these characteristics are nominated to the Society.

The National Junior Honor Society was founded in 1929 to create an organization that would recognize and encourage academic achievement while developing other characteristics essential to citizens in a democracy. These ideals of scholarship, character, service, leadership, and citizenship remain as relevant today as they were in 1929.

St. Jane Frances de Chantal School is a member in good standing of the National Junior Honor Society of Secondary Schools (NJHS). Students in grades 7 and 8 have the opportunity to apply for admission. A student in grade 7 may apply in the second semester and in grade 8 in the first or second semester. Through NJHS Chapter service activities, members maintain and extend the qualities that won them selection. Membership is thus both an honor and a commitment. Under all circumstances, advisors and members of the Faculty Council are reminded that continued membership in the chapter is based upon students maintaining the standards under which they were admitted as members.

The following criteria have been established by SJF for admission to NJHS.  The criteria used for SJF is of a high standard:

a. Attainment of 3.5GPA with no unsatisfactories in either Conduct or Effort (including Progress Report Comments); A+ will be counted as an A

b. Satisfactory completion of an application

c.  Verification of a leadership position in school/community by a supervisory adult

d.  Documentation of 15 hours of community/service (outside the home)

e. Favorable Faculty Council vote (3 out of 5) - advisor has no vote. The SJF Faculty Council will ask the  teachers with whom the students have daily contact for input on character and citizenship. The Faculty Council will use input to help determine eligibility of candidates. The Faculty Council may wish to interview candidates before the final selection.

f. Student elected by majority vote of Faculty Council after the completion for the process.

The National Council and the NASSP shall not review the judgement of the Faculty Council regarding selection of individual members to local chapters.  Any student who does not meet the induction criteria on the first attempt may be asked to reapply the following academic year.

CLUB INFORMATION

Art Club I - Grades 2, 3 and 4

Art Club II - Grades 5, 6, 7 and 8

The purpose of the Art Club is to provide additional opportunities for entering various art contests. Time is spent on ideas and what makes a poster attractive and eye catching such as lettering, symbols, drawings, color, design, etc. For special occasions, we paint the lobby and office window and doors.

 

Science Club - Grades 4 - 8

Club activities: Exploring Science by doing activities that should be fun and likely not covered in class. Members can also pursue science that interests them, just for the fun of it.

 

Academic Club - Grades 6 - 8

Club activities: Each year Cardinal Gibbons High School sponsors an Academic Tournament - usually in February. We practice once a week during the school day on a rotating schedule, as well as twice a month after school. Final notice as to which students make the teams will be given by the end of October.

 

Newspaper (SJF Journal) - Grades 6 - 8

Students gather information about family/community, school/classmates, other club happenings. Students will interview guests/performers that come to the school. Students will type their own information but paper will be put together by editors and moderators. The newspaper will be published quarterly.

 

Chorus

Elementary - Grades 3 - 4

Junior - Grade 5 - 8

The Chorus sings for various school and local events. This year the Chorus will present the Christmas and Spring Concerts. Also, the Chorus will participate in choral festivals.

 

Computer Club - Grades 6 - 8

The Computer Club will learn basics of the Internet, and "Surf the Net" to explore safe Internet sites which allow them to visit Mars, the White House, Walt Disney World, other countries and more without ever leaving the Computer Lab. Students will locate and correspond with authors, scientists, explorers, and other students from around the world. Students will become proficient using the computer applications such as word processing and desktop publishing as tools, integrating resources found on the Internet to enhance their school work and projects.

Student Council - Grades 4 - 8 representatives; Grades 7 and 8 for officers.

Student Council activities, meeting, elections, projects, etc. Fund-raising to support projects - Food for the Poor; flowers for teachers during Catholic Schools Week; Spirit Days; Mini Carnival; Haunted House; Christmas Caroling at Locust Lodge; Spell-A-Thon; Daily Bread Casseroles; Door Contest at Christmas; Dances.

 

Game Club - Grades 6 - 8; meeting twice a month

Students will learn to play mid enriching games like Scrabble, Chess, Othello, Trivial Pursuit, Pencil Puzzles, etc. Not only would the games provide a mental challenge, but would reinforce fair play, peer tutoring and math skills in scoring and planning. A mini tournament will be held at the end of ten weeks.

 

Band - Grades 4 - 8 on Fridays

This program has an additional fee. Instrumental Music Program of Archdiocese of Baltimore provides the instruction. Lessons are given during the school day with a rotating schedule. Advanced Band meets after school for practice. Concerts are given throughout the year at school, malls, and festivals.

Scrapbooking Club - Grades 4-8

The scrapbooking club, new this year, is being moderated by Mrs. Huck. The club will meet on the second and fourth Tuesday of every month in Room 103 from 2:45 - 3:30 p.m.  Each meeting will have a specific theme.   Members will need to bring pictures related to that theme to create pages which will be put into their own album.  This club is designed for 4th through 8th graders and group size will be limited to 15.

Robotics Club - Grade 8

Students will work on Robotix education sets and acitivities published by NASA.  They will make model robots that can be computer programmed to perform up to eighty steps.  Members will also have the opportunity to design and build their own robots.

Lettering Club - Grades 7 & 8

The club will introduce interested students to the basic skills of hand lettering.  We will start by learning how to make consistent thick and thin letter elements with a chisel-point calligraphy marker.  Then we will begin learning the composition and practical use of the classis Italic letter style.

PICTURES

During the year pictures will be taken of students involved in school activities for marketing purposes. Should any Parent not wish your child(ren) to be photographed, please put in writing to the Assistant Principal within two weeks of reception of this Handbook.

DISCIPLINE POLICY

Goals:

1. To develop self-respect and Christian responsibility.

2. To create and maintain an acceptable atmosphere for learning.

3. To protect the welfare of the individual as well as the welfare of the school community as a whole.

4. Student behavior and dress outside of school (malls, shadowing, etc.) Is expected to reflect the values and morals taught at St. Jane Frances School. Infractions could lead to the student being expelled from school.

Minor Infractions: (Some Examples but not all inclusive)

Inappropriate language and conduct, eating out of place and time, gum chewing, littering, failure to wear the uniform and/or to comply with codes for jewelry, cosmetics, etc., toys brought to school, failure to turn in assignment, being unprepared for school or class.

Consequences For Minor Infractions:

Minor acts or disturbances are first settled between the adult in charge and students involved and are not recorded. The homeroom teacher will be advised of the infraction by the adult in charge.

Subsequent occurrence of same/like infraction will result in a telephone call to the parent(s) or a faculty referral form will be sent home to be signed by the parent(s) and returned to school the next school day.

Continued occurrence of the same/like infractions will necessitate an Office Referral.

1st Office Referral - a stern warning; office referral sent home for parent signature and a one day detention.

2nd Office Referral - a conference between administration and parents; referral sent home for parent signature and intervention and a three day detention.

3rd Office Referral - student suspended from school.

4th Office Referral - student expelled from school.

Major Infractions: (Some Examples but not all inclusive)

Failure to comply with the corrective measures for minor infractions; disruptive conduct which is rude or otherwise at variance with school standards, smoking (to include having cigarettes, matches, lighters, or other smoking paraphernalia in the possession or under the control of the student) carrying knives, fighting, cheating, unauthorized leaving of class or group, forgery, insubordination, vandalism, intrusion on the personal rights and privacy of others. No beepers, head-phones or electronic games. No spray can, hair spray or breath sprays allowed. No look alike weapons allowed (combs, etc.)  No websites containing material contrary to the mission of SJF will be allowed.

Consequences For Major Infractions:

1. For the first major infraction the student will automatically be suspended from school for at least one day until a review of the situation is made.

2. Further occurrence of a major infraction could result in expulsion.

3. The homeroom teacher will always be advised by the observing adult, of all occurrences of major infractions.

Immediate and Automatic Expulsion

Possession of, the consumption of, or the sale of prohibited drugs and/or alcoholic beverages on the school premises or at school functions.

Serious insubordination, malicious vandalism, and the intended injury to another person will also result in the automatic expulsion of a student.

 

SUSPENSION

Students who are suspended are held responsible for all work covered during the time of suspension. Teachers are not obliged to give extra time or consideration in tutoring. The responsibility for making up work lies strictly with the student. Conditions of reinstatement into the school vary with the offense committed. A parent or guardian MUST accompany the student and meet with the principal before the student is allowed to return to school.

The school administration will have the right to search a student’s locker, bookbag, desk, or other possessions if there is reason to suspect the student has brought to school a weapon, drugs or any item deemed inappropriate.

HARASSMENT

St. Jane Frances School believes that harassment in any form (sexual, verbal, written) is both morally wrong and offensive and will not tolerate such conduct on the part of anyone.

PROMOTION POLICY

In order to be passed from one grade level to the next or to graduate from St. Jane Frances de Chantal School, a final average of 70% or above must be achieved in all subject areas.

Summer school or summer tutoring is required for failure in ONE subject area.

Failure in TWO subject areas requires repetition of the grade.

A PARENT/TEACHER conference is to be held following the reception of a failing grade in one or more subject areas at the close of a report card period.

If the student fails in the same subject area(s) at the end of the next marking period, a PARENT/TEACHER/PRINCIPAL conference is held at which time the parent(s) are informed that the child is in danger of failing or may be required to attend summer school.

With the third report card, a letter will be sent home by mail from the office officially informing the parent(s) of the retention or required summer work for students. This notice MUST be signed by the parent/guardian, returned to the office and will be kept on file.

Students who are being retained are to be informed of this by parent(s) and are not required to attend school on the last day when promotion report cards are presented.

A child failing Grade 8 can not repeat at St. Jane Frances School, nor will the student receive a diploma or participate in the graduation ceremony.

Eighth graders attending summer school will not be allowed to graduate with their class. They will receive their diploma only after the successful completion of summer classes.

POLICY ON REQUIREMENTS FOR GRADUATION

The awarding of the Elementary School certificate and participation in graduation ceremonies is an honor and a privilege. Consequently, to earn this privilege, a student must meet the requirements of character and scholarship recognized as minimum standards of St. Jane Frances School.

These requirements include:

1. A passing grade in all Major Subjects as defined by the Division of Catholic Schools. Students who are not receiving a passing grade in all major subjects on the date of the last quarter interim will not be invited to participate in graduation ceremonies, i.e.: trip, rehearsal, dance, breakfast.  If a student is failing two major subjects by fourth quarter interims, they will be academically dismissed from SJF.  The administration reserves the right to determine if a student will participate in graduation and graduation week's activities.

2. Payment in full of all tuition and fees.

3. Certification by the Principal that the individual has met the requirements of character recognized as minimum standards of St. Jane Frances School.

Early Morning Traffic:

Two Entrances:

Via Virginia Avenue, Chelsea Road, and St. Jane Drive come around the flag pole, unload, and then exit right towards Chelsea Road.

Via Riviera Drive to St. Jane Drive–move toward hall doors, directed by patrols, unload and exit left towards Riviera Drive.

N.B. The crosswalks on St. Jane Drive are for children walking down Inlet Road to school. We ask you not to use Inlet Road as an entrance or exit.

 

Please never drive through this area or the section marked by traffic safety cones. These areas are for children walking into the school.

Afternoon Dismissal Traffic:

To the parents of Pre Kindergarten and Kindergarten children, your children dismiss a few minutes before the rest of the school, so please get out of your cars and come over towards the back of school to get your child from the line and take him/her to your car. PLEASE DO NOT GATHER AROUND THE SCHOOL DOORS OR SIDEWALK IN FRONT OF THE DOORS. To the parents of older children, please stand outside the hall doors or next to your car so your child can see you.

IMPORTANT:

We have more than enough space on the lot for all the cars. PLEASE FOR THE SAFETY OF YOUR CHILD AND ALL THE OTHERS DO NOT PARK ON THE STREETS AROUND THE SCHOOL–Virginia Avenue, Chelsea Road, Inlet Drive, or St. Jane Drive.

The back lot is reserved for the Faculty. Cars may park on this lot ONLY after receiving a permit from the school office. Permits can be obtained for scheduled appointments and/or conferences.

COMMUNICATION WITH TEACHERS

It is very important that there be complete unity between the teachers and parents. It is also imperative to withhold judgment on what appears to be a grievance until you get all the facts.

* Get your facts from the proper person.

* Contact classroom teachers FIRST.

* If necessary, contact the school administration.

We stress this procedure because in many cases, the problem will be resolved with little difficulty. The act of courtesy will be greatly appreciated. A sense of trust between parent and teacher is a must.  Both parent and staff should always treat each other with respect.  Parents cannot use abusive or obscene language when dealing with school personnel.  Parents failing with school rules may be asked to leave.

If any notices or letters are sent home to be signed and returned, please consider the matter important.

The teachers are ordinarily available after school on Monday, Tuesday, and Thursday until 3:15 p.m. for conferences. For conference appointments with teachers, call the school secretary between 9 and 11 a.m. (410-255-4750), or each teacher can be reaced via their email address.

Kindly leave your name, telephone number, and a short message. A return call or appointment will be arranged as requested unless you have an appointment.

For security reasons, you are asked to sign in at the office upon entering the school. Signing in also helps us to locate you in case of emergencies.

A monthly newsletter is sent home with every child in the family. Any change in or addition to the yearly calendar will be noted in this monthly communication. If you do not receive a newsletter kindly ask for one at the office.

POLICIES FOR ACQUIRED IMMUNE DEFICIENCY SYNDROME (AIDS)

Policy:

Students with Acquired Immune Deficiency Syndrome (AIDS) unless covered under the listed exceptions are enrolled without discrimination in Catholic Schools in the Archdiocese of Baltimore.

Exceptions:

1. Anyone having AIDS and who lacks control of body secretions will not be entered.

2. Pre-kindergarten AIDS patients will not be enrolled because of potential lack of control of body secretions.

3. AIDS patients with uncoverable, oozing lesions will not be enrolled or will be restricted from the school until such lesions are healed or coverable.

ABUSE

The school reaffirms the principles set forth in the publications Statement of Policy and Procedures in Cases of Child Abuse, promulgated by the Archdiocese of Baltimore in December 1993. The Archdiocese complies with Maryland laws regarding reporting of suspected child abuse to civil authorities.

ST. JANE FRANCES POLICY REGARDING DELINQUENT TUITION

1. The objective of this policy is to identify potential tuition payment problems and to resolve them prior to the amount being deemed uncollectible.

2. The administration of the school is the first party who will manage accounts which become 30 days old. The principal or a representative will make every effort to contact the family to determine the reason for the delinquency. This should be accomplished by telephone followed by a letter.

3. The principal is authorized to arrange for a payment plan if the family chooses. It is required that this plan be committed to writing and signed by both parties. The principal will report monthly to the collection committee chairperson setting forth the amount and number of people delinquent and the plan of action taken regarding collection issues.

4. The principal and the finance director will meet to review the status of those accounts sixty days old for which satisfactory payment arrangements have not been made. The committee and principal will decide on those cases that need to be referred to the collection committee for further action.

5. The collection committee will then contact those families who have been referred and do not have a reasonable explanation. The families will then be required to present their case to the collection committee. The committee will review the case and send a written report to the family outlining their decision.

6. If the family fails to respond, or if the parent/guardian breaches a payment arrangement made per paragraph (3) above, the school reserves the right to suspend a student(s) for a period of up to five school days. During the course of this suspension period, it is the responsibility of the parent(s) or guardian(s) to contact the collection committee of the school and settle the debt. If, at the end of the five days suspension period, financial obligations have not been met, a transfer for the student will be issued.

7. When all efforts on part of the school and board have been exhausted then the delinquent account will be referred to a collection agency.

DRUG POLICY

The distribution, possession with intent to distribute, or possession of tobacco, marijuana, alcoholic beverages, (except the permitted use of sacramental wine) and controlled dangerous substances or counterfeit controlled substances by students is never permitted at any time on School or Church property or at School-related activities (games, dances, etc.). Violation of this policy constitutes a serious School offense and in most instances a criminal offense. Students who violate this policy are subject to disciplinary action which may include suspension or expulsion.

STATEMENT OF NON-LIABILITY

ST. JANE FRANCES SCHOOL

As stipulated by the Archdiocese of Baltimore and approved by St. Jane Frances’ School Board, the responsibility for students’ welfare begins when the School opens and ceases at the end of the school day. St. Jane Frances Elementary School cannot be liable for any student whose parents or guardians permit him or her to leave School grounds without their personal supervision. This particularly applies to those parents who choose to disregard the dismissal procedures and who allow their children to leave the School grounds to be picked up at an unsupervised location.

To ensure the safety of all during an emergency, St. Jane Frances has designed a crisis management plan based on providing guidance and direction to all school personnel during a crisis.  The plan assists students and staff in dealing with extraordinary situations.  The team implements the plan to ensure a sense of calm and understanding in an actual situation.

SCHOOL COMPUTER POLICY

Students using computers in school or away from school to harass, threaten, make fun of, or otherwise demean another student will automatically be suspended for at least one day.  This will be considered a major infraction and investigaged as to further action which may result in expulsion.
